The Core Units of Competency Rail Training for Rail Industry Worker Package Course aligns with the Rail Industry Worker (RIW) National Track and Civil matrix by providing a suite of core competencies required for entry-level rail labourer and track worker roles. The included units support key RIW capability areas such as work health and safety, fatigue management, environmental protection, workplace communication, and practical task-based skills including manual handling and use of hand tools. Together, these units form part of the minimum baseline competency requirements for workers undertaking supervised tasks in the rail corridor, ensuring they can meet RIW compliance standards, contribute to safe work practices, and be recognised within the RIW system as job-ready for basic rail infrastructure roles.

Target Cohort / Entry Requirements
This course is intended for:
- New entrants to the rail industry seeking a pathway into rail work.
- Entry level rail workers and labourers (e.g. track workers, maintenance staff).
- Construction and civil workers operating near or within rail corridors.
- Contractors and subcontractors (utilities, signalling, electrical, vegetation, etc.).
- Engineers, supervisors, and project staff who need site access.
- New entrants to the rail industry requiring basic safety induction.
- Any personnel needing a Rail Industry Worker (RIW) card for site access.
Entry requirements may include:
- There are no formal entry requirements for this qualification/unit.
- It is recommended to hold CPCCWHS1001 Prepare to Work Safely in the Construction Industry (Whitecard).
- It is recommended to hold TLIF0020 Safely Access the Rail Corridor.
- It is recommended that a medical assessment be completed relevant to the job you will be doing on the rail network prior to attending the training. There are three categories of medical assessments: Category 1, 2 and 3. Category 1 medicals apply to workers performing high-risk, safety‑critical roles (such as protection officers) and Category 3 medicals apply to workers in non‑safety‑critical roles (such as rail labourers, around the track personnel.
- Language, literacy, numeracy and digital skills (LLND test may apply).
- Physical requirements – A participant must be in good health and medically fit for work.
- Minimum age of 18 (If under 18 parental consent is required).
- All students participating in VET qualifications are required to have a Unique Student Identifier (USI). If you require assistance creating a USI click this link.
- The RTO will provide the prospective student with a Course Suitability Checklist that will help the student and the Trainer / Assessor if the course is relevant and applicable to students’ needs.
- The RTO will provide constructive and honest feedback to the prospective student if it is decided that the VET student does not yet have the LLN+D skills or meet the entry requirements to cope with the rigor of the training and assessment material and process.
Course Duration & Delivery
- Delivery Mode: Face-to-face

- Duration: 8 hours (1 day)
- Volume: The course is delivered over one (1) day, comprising of approximately 8 hours of training and assessment. The training includes:
- Theory instruction: 3 hours
- Practical activities and demonstrations: 3 hours
- Assessment activities (knowledge and practical): 2 hours
- Total Volume of Learning: 8 hours
The nominal duration has been determined based on the target learner cohort possessing basic language, literacy and numeracy skills and relevant workplace experience or exposure to operational environments where work within a rail corridor may occur.
Assessment Information
Assessment methods may include:
- Written tasks
- Practical demonstrations
- Simulated tasks
On successful completion of the training course, participants will be issued with a Nationally Recognised Statement of Attainment.
Resources to be provided by the VET Student
- Transport to training facility.
- Meals.
- Appropriate clothing, closed-in footwear.
- Students will be required to provide their own digital devices, able to access reliable internet.
Resources and services to be provided by the RTO
- A safe, inclusive and engaging learning environment.
- Pre-enrolment processes to ensure the course is appropriate and suitable for VET Students’ needs.
- Access to LMS with personal secure login.
- All Learning and Assessment resources.
- Public liability Insurance Cover (for on- and off-site training).
- Risk assessed facilities, equipment and processes for safety and duty of care, including accessibility.
- Policies and procedures to ensure and monitor delivery of high-quality services.
